...It’s also a good deal for the nation, because we save money by preventing the expensive construction of new power plants, we eliminate large health-care and other costs associated with air and water pollution, and we take a big step to address global warming. [If we spend hundreds of billions of dollars on solar roofs, how much money will we save on health care? How much bad weather will be avoided?]

Solar energy is pretty useless. It provides lots of capital costs, lots of maintainance (consider how many are needed to replace any decent sized coal or nuclear plant) costs. What it doesn't produce is much energy.
