EPA’s carbon jihad will freeze refining industry at Heliogenic Climate Change
The U.S. refining industry will freeze investment in anything beyond maintaining operations if the Environmental Protection Agency moves to regulate carbon pollution, the chief executive of Valero Energy Corp (VLO.N) said.

Canada - Hard Frost A Concern For Alfalfa
The sharp drop in temperatures in the forecast for tonight will be hard on local alfalfa fields. John Mcgregor of Manitoba Agriculture says the plants have been coming out of dormancy because of the mild weather in recent weeks. And he says air temperatures of -15 or lower at the soil surface can kill the plants. Mcgregor says there's nothing farmers can do about it.

The LA Times also noted the surcharge's progression from purely environmental to budget-saving. "When the proposal was first mentioned two months ago, Villaraigosa and his staff pitched it as an environmentally friendly initiative that would wean the DWP off dirtier coal," the paper wrote (some in the psychology field would call this priming). "Weeks later, the mayor said the extra revenue also would help the utility cover rising coal costs and renewable energy contracts signed by his administration since 2005."
