Dan Simmons, director for state policy at the Institute for Energy Research, pointed out even media allies of environmental activist groups are troubled by the price hikes associated with wind and solar power.

"When the Los Angeles Times' editorial board calls an environmental proposal 'disconcerting,' it should be time to reconsider," Simmons said. "Study after study in Spain, Denmark, and Germany shows that subsidies for renewables such as solar and wind cost jobs and harm the economy. It is irresponsible for policymakers such as Mayor Villaraigosa to intentionally harm the economy by increasing the price of energy and making life even more burdensome during these difficult times."

A series of criminal investigations and auditor suspensions in carbon trading markets threaten to give the process of trading pollution credits the same bad reputation as “collateral debt obligations” and other arcane financial instruments that helped trigger the Great Recession.

The problems also highlight a lack of personnel qualified to do the complex work of auditing carbon trading schemes effectively. A similar lack of understanding of various financial instruments is generally agreed to have contributed to the ‘08 meltdown.

"It is increasingly clear this is a well-constructed scam using a fake website and claiming fake links to legitimate organisations or environmental standards and where the ultimate location is very difficult to determine," ACCC deputy chairman Peter Kell told Reuters by telephone.

"If you're an investor who's heart is in the right place, who wants to make an environmentally friendly investment, then these sorts of offerings can look very tempting," he added.

The ACCC said potential investors are cold-called by people with North American, British or New Zealand accents and promised large returns for short-term investments in carbon credits.
