...an October executive order issued by President Obama presses agencies to go much further: Measure and reduce the greenhouse gas emissions they are indirectly responsible for — such as the exhaust federal employees emit on their way to and from work; emissions generated by the manufacture and delivery of office furniture feds procure; the emissions federal contractors generate; and the airplane and taxi exhaust churned out when feds go on business trips.
And this has many federal managers scratching their heads.

Even though many questions remain, some agencies already are taking some steps to reduce Scope 3 emissions. The Treasury Department, for instance, pays employees who bike to work a $20-a-month subsidy, helping to reduce emissions from employee commutes.

is it no longer enough to tax and regulate car drivers to death? do we now actually need to pay the non-car drivers *cash*?
