...This just seems like a terrible bargain for an unproven, untested, and untenable carbon cap.

• Why are we even talking about this bill like it can pass? Kerry claims some secret back channel to Republicans with this bill, but pardon me if I don’t see it. Given that reality, you have a whole lot of concessions to industry with no tangible reward in the form of votes. Why pre-compromise the bill without anyone signed on from the other side?
