...even if Solyndra is a good example of what the stimulus package can do, it might not be the kind of example Obama wants to publicize. Jim McTague of Barron's noted over the weekend that, two months before Obama's glowing speech, PricewaterhouseCoopers released a fear-filled note in its audit of the company, which has accumulated losses of $558 million in its five-year lifetime. The firm noted that Solyndra "has suffered recurring losses from operations, negative cash flows since inception and has a net stockholders' deficit that, among other factors, raise substantial doubt about its ability to continue as a going concern."

Obama seemed almost unaware of this when he spoke.

Gore is expected to remain in the background as the climate debate continues, much as he did when the House passed its version of legislation in June 2009. But several sources said his views are considered important by lawmakers and environmental groups nervous about a possible compromise, especially any plan that doesn’t cover emissions from industries across the economy.

“It really depends on which side he comes down on,” said a Senate aide close to the legislative process. “It’s going to take a lot of effort to keep the progressives happy.”

A week or so ago, I asked Christie Todd Whitman, who was the first Environmental Protection Agency administrator in the Bush administration, whether she thought such a plan had better prospects now.

She said in an e-mail message that it’s clear the E.P.A. now would much prefer having legislation with a focus on the power sector, given that “the utilities have a relationship that would make it much easier to benchmark their emissions.”

But she added this downbeat note: “I predict that the same forces that upended the 2001 effort will play out this time.
