It would be the fourth significant attempt to pass a carbon cap and trade bill in Congress during the Obama administration. The three previous attempts failed to make headway in the Senate over the past year. Most Republicans remain opposed to any form of cap and trade, characterising it as a “national energy tax”.

Senators John Kerry and Joe Lieberman are sponsoring a cap and trade bill with offsets. Incentives would be expanded to low-carbon energy development such as wind and biomass. It would establish and offset market that would farmers to voluntarily participate in. It also allows farmers to stack carbon payments with other conservation and stewardship program payments.

Members of the Ag Carbon Market Working Group distributed information that highlighted the benefits such policies could bring to Minnesota producers. The state's ag sector could see increased revenue potential from a carbon economy.

The Prince, who has been criticised by for promoting 'alternative' approaches to modern science like homoeopathy and organic farming, admitted the irony of accusing others of "pseudo science".

"I who have been endlessly accused of pseudo science all my life – think of the irony of that," he said.

But he insisted the evidence of "environmental collapse" is already being seen. Not only in rising temperatures but the impact on certain species like honey bees.

The conference at St James's Palace in London also heard from Lord Stern, who first warned the world of the economic case for tackling climate change. He warned that unless the world takes action to reduce greenhouse gases in the next few decades, temperature rise will force billions of people to migrate, sparking international warfare.
