Foreign Affairs Minister Stephen Smith has refused to commit to the Government to legislating an emissions trading scheme (ETS) in its second term.

Stephen Smith says Prime Minister Julia Gillard has made it clear she will not commit to reconsidering the ETS until the end of 2012.
