But a spokesman for Democratic Sen. Russ Feingold, the Wisconsin incumbent, said it is par for the course.

"This is consistent with what he's been saying for quite some time about the issue, [although] he pushed it a little farther down the road yesterday," the spokesman said.

"And it's pretty clear that the guy is completely out of touch with where voters are, No. 1, and he's completely out of touch with reality on the issue as well."
