Outlook gloomy as climate [swindle] talks resume in Germany - The National Newspaper
Talks that start in the German city of Bonn today were originally supposed to serve as the final dress rehearsal before writing a treaty in December but most participants have now set their sights much lower, hoping for a simple improvement in the level of trust between rich and poor countries.

Most basically, negotiators have to decide whether rich countries will be bound to cut emissions by 2020 by as much as 50 per cent or as little as 25 per cent.
