The California Hispanic Chambers of Commerce has been engaged in the policy debate over the implementation of the state's global warming law, AB 32, for several years. During that time we've learned that the global warming law will be enormously expensive, especially in the near term.

That's bad news for small and minority-owned businesses, because the near term happens to coincide with the worst economic downturn California has seen since the Great Depression. And that is why we strongly support Proposition 23.
