The agency, which has been recording temperature readings since 1948, observed that in some areas such as Nunavut and northern Quebec, the temperature was even 4 C (39.2 F) higher than normal.

Not too exciting since national records for Canada go back only to 1939.
Not to mention that 4 C higher than normal means 7.2 F higher than normal not 39.2 F higher than normal.
