So Graham is trying to use the current rise in gasoline prices as a reason for his coming “clean energy standard” bill which would put a cap on carbon emissions. But the primary sources of energy that would be affected by such legislation — i.e., coal, solar & wind — have nothing to do with the price of gasoline.
