North Texas bundles up for rolling blackouts in record-low temperatures

In some areas, including neighborhoods in Plano, residents experienced power outages lasting several hours. In that time, the temperature indoors could easily drop 20 to 30 degrees, forcing some residents to dress in lots of warm layers or seek refuge in their vehicles.
