California Moving Ahead With Cap-And-Trade Program - WSJ.com
California is moving ahead with its cap-and-trade program and larger plan to combat climate change, despite a pullback on the issue by federal lawmakers and other states, California's top environmental regulator said Friday.

"I predict that in January 2012 we will be starting a program and that we'll have at least one other trading partner with whom we'll be fully linked before we start the program," state Air Resources Board Chair Mary Nichols said at a conference in Santa Barbara, Calif., hosted by The Wall Street Journal.
