BOSTON — The Massachusetts House voted Wednesday to spend nearly $50 million to replenish the state's depleted snow and ice removal budget, even as a late-season storm was bearing down on the region with the potential for up to a foot of snow in some areas.

The New Hampshire House voted Wednesday to end the state's participation in a cap-and-trade program aimed at reducing carbon emissions.

The House voted 251-108 after less than five minutes of debate to pass a bill that would repeal the law under which the state joined the Regional Greenhouse Gas Initiative. The vote margin was similar to the House's vote last month to support repeal in asking its budget committee to review the bill. The Senate next considers the bill.

Prime Minister Julia Gillard has been showered with praise by Fremantle residents for her government's proposed carbon tax during a community cabinet meeting in the West Australian port city.

But that was to be expected at Australia's only carbon neutral high school in a state electorate held by a green independent MP.

On Wednesday night Ms Gillard chatted with people wearing T-shirts calling for action on climate change and posed for photos in front of a banner which read: "Thank you for the carbon tax".
