"The decision by the Leader of the Opposition to associate himself with the placards we saw today, the messages that have been provided and the groups that have participated, is unbefitting the leader of a major political party in this country," said Climate Change Minister Greg Combet.
Mr Banks's speech came as the Prime Minister used a fiery question time, in which eight MPs were ejected, to declare that the carbon tax had become a national debate between "fear and fact".
She accused Tony Abbott of associating with "right-wing groups" after he appeared at an anti-carbon tax rally outside parliament attended by members of One Nation, the Citizens Electoral Council and the Australian League of Rights.
The Prime Minister also rejected an attack by BlueScope Steel, the nation's biggest steelmaker, on her proposed carbon tax, saying the government was engaged in genuine consultation with businesses on the plan. On Wednesday, BlueScope chairman and Reserve Bank board member Graham Kraehe described consultation with industry as "appalling" and warned that a carbon price could be a "tipping point" for the steel industry in Australia.
