Here's one way to fund bicycle infrastructure: Stop building freeways in cities.

Better yet, tear down the ones we already have.

The first city to get a City Carbon Index rating is Los Angeles. And clearly LA needs to do its homework better. It got a C- for its actions to reduce its carbon emissions, which are estimated at 52 million metric tons per year. Transportation is responsible for 24.8 million tons of that, and one of the first actions the site calls for is support of the city's ambitious new bicycle plan.

The only sensible solution would be to intensify the shale gas revolution that has began in the US and Canada. There is enough shale gas and oil - together with traditional natural gas - in the world to replace nuclear power. Environmental questions should, of course, be dealt with, but governments should not let the greenies (who seem to think that electricity is coming from the the wall socket) dictate the policy.
