ALEXANDRA KIRK: A scientific panel set up by the Government warns the case for global warming is "exceptionally strong and beyond doubt", urging this to be the decade of effective action. 

If not it says the climate may be so irreversibly changed that, quote, "we will struggle to maintain our present way of life".
