Technocratic utopia is of course a mirage, a supreme act of hubris, that any group of people could have the incentives or information required to manage the world top-down for us. If I told an environmentalists that I wanted ten of the smartest biologists in the world to manage the Amazon top-down and start changing the ratios of species and courses of rivers and such in order to better optimize the rain forest, they would say I was mad. Any such attempt would lead to disaster (just see what smart management has done for our US forests). But the same folks will blithely advocate for top-down control of human economic activity. Costco, the membership warehouse-club chain, was an early leader in offering electric-vehicle charging to its customers, setting an example followed by other retailers, including Best Buy and Walgreen. By 2006, Costco had installed 90 chargers at 64 stores, mostly in California but also some in Arizona, New York and Georgia. Yet just as plug-in cars like the Nissan Leaf and Chevrolet Volt enter the market, Costco is reversing course and pulling its chargers out of the ground, explaining that customers do not use them.
“We were early supporters of electric cars, going back as far as 15 years. But nobody ever uses them,” said Dennis Hoover, the general manager for Costco in northern California, in a telephone interview. “At our Folsom store, the manager said he hadn’t seen anybody using the E.V. charging in a full year. At our store in Vacaville, where we had six chargers, one person plugged in once a week.”
One of the regular spammers here doesn’t understand the difference between melt and compaction. The ice area graph has been flat for about a week, indicating that there is very little melt going on. Some of the extent graphs continue to decline a little because 15% concentration ice will compact if the wind is blowing it together.
The concept of ice not melting below the freezing point seems to be beyond Mr. Duncan’s comprehension.
