Meanwhile Queensland Labor premier Anna Bligh says she won't support the carbon price package until she secures a better deal for her state.
But she said her carbon-intensive state did have a big motivation to act on climate change.
'If the state and nation fail to act on climate change, one of the first things that we will be in trouble with is the Great Barrier Reef,' she said.
