With the statewide unemployment rate still a painful 11.9 as of September (and that's an improvement), it's bizarre for the state government to embrace a plan that stands to dramatically raise the cost of living and doing business.

It would be one thing if the entire nation were going along for the ride, if all states were facing equal burdens. But California is essentially alone in launching its anti-carbon crusade.
