Cr Burnett was sceptical about the effectiveness of the tax.
"I see very very little evidence in reports that this will have any effect whatsoever on reducing of carbon dioxide.
"This is a revenue raising situation, it is not a revenue raising scheme, it is not something that I do not support and will not support."
