California can’t just spend or deploy its way to an 80-percent reduction or beyond — and neither can anywhere else.
[Long] Members of the administration have said that they can’t even go on the Hill and say the word climate anymore I think there are foundations out there that have been spending a lot of money on trying to get a climate agreement and not getting progress...It will be interesting to see if Texas can accept that sea level is rising, decide they have to adapt to that, and continue the cognitive dissonance of denying the cause...For fast-rising nations, if the entire world is brought to the point of using at least what China uses per capita — not a terribly high goal — what we do in the developed world will hardly matter...What can be done to manipulate weather patterns that result in droughts and floods?
