What they mean by continues to decline since 2007 is that during May of 2008, ice extent was briefly below 2007, and since then has been continuously above 2007 for the last 1,200 days or so. It also means that ice extent has doubled in the last eight weeks.

In climate science, decline means increase, and increase means decline.
