Canada to offer millions in climate-change financing at Durban summit

OTTAWA — Canada's environment minister says the country is ready to roll out another $400 million in annual climate-change financing for developing countries as it enters a challenging negotiating session at a United Nations summit on global warming to begin Monday in South Africa.
