Also, by next year’s climate summit in Qatar, delegates are supposed to devise a plan for an International Climate Court of Justice that will have the power to impose hefty fines on developed nations — and developed nations only — that fail to comply with “all the provisions of this decision.”

This may seem like an achievement to delegates who have been locked together in meeting rooms with one another for the past 16 years, but it is scientifically meaningless and economically farcical. Ottawa is right to steer clear.
