Sublimely ridiculous... Of course, this "black carbon" is bad. Ever heard of "Black Lung". No one disputes that.
And it remains a problem in the undeveloped world because dung is the only source of energy they have. (Short of building warehouses of stationery bikes that drive a turbine which was a solution suggested a few years back by one of the enviro climate experts).
These poor countries need to develop their economies with access to hydro and nuclear power, and coal / dung burning power plants with scrubbers and stacks.
If 1% of al the money pissed away on climate nonsense this problem could be solved in a few months.
But they really don't want that.
