What the level of that tax should be is also arguable: there are those who would argue that it should be punitive, set to stop people using fossil fuels. But to the economists this is incorrect. The tax should be set at the level of damages that the use of fossil fuels will cause. We know what this is from the Stern Review: $80 a tonne CO2. So that’s what the tax should be.
