The ministerial talks on a new global treaty to replace the Kyoto Protocol opened in Berlin on Monday with delegates from 35 countries including Japan, US and China in attendance. German Chancellor Angela Merkel warned that even if industrialized nations reduce greenhouse gas emissions to zero, it would not effectively slow global warming. Merkel urged emerging economies, including China and India, to act on climate change.
