Nor did California have to offer emissions-based state rebates or extend carpool-lane privileges to Suburban owners—both big factors in Volt sales increases in California.

And good news for American taxpayers who own GM stock: The Suburban makes an estimated $5,000-plus per sale. The Volt? Nada.
