Regarding the "Refinery and pipeline mishaps, along with the state's strict pollution limits are all, in part, to blame."
I find the timing suspicious. Why? Because on Nov 14th, the state of CA is going to have it's first carbon cap-and-trade auction.
These 'mishaps' look to me to be a stunt to get us acclimated to the higher cap-and-trade gas prices coming after Nov 14th.
