Norway to bolster 'climate first aid'
Prime Minister Jens Stoltenberg, whose country is rich thanks to offshore oil and gas, said new measures to slow global warming were needed now because a new UN-led climate deal is due to be agreed only in 2015 and enter into force from 2020.

"In the meantime we must give the climate first aid," he told a news conference.

What they are saying here is that the warming due to CO2 may have been as much as 1.4°C, but some external factor may have cooled the globe and offset much of that warming. According to the IPCC it is actually 0 to 0.8°C cooler than it should be. Chapter 10 (Page 15) mentions aerosols as the likely cooling factor

Norway should close its oil fields. To make lots of maoney from evil oil and than pay to fix things up is strange thinking.
