The pinnacle of human knowledge and universal understanding is the "Scientific Theory", which is proven with testing, measurements and analysis.
At the bottom is the "Hypothesis" moving to the "Working Hypothesis", where a group is formed and funding is secured. The working hypothesis gains donations from private and public entities. With years of miserably failing predictions, manipulation of data and outright lies, the private entities decrease their donations or all together drop the funding.
We as tax payers are flipping the bill on a working hypothesis that appears to be never-ending.
