China’s annual emissions alone are now 29 percent of the global total and will be double those of the U.S. within a year or two. Even more menacing are plans by China and India to build over 800 new coal-fired power plants — more than three-quarters of the world’s new plants — in just the next 20 years. If constructed, emissions from these plants will overwhelm reductions made by the West and risk runaway climate impacts.
