U.S. to launch 'climate hubs' to help farmers face climate change | Reuters: "The U.S. Department of Agriculture says the effects of climate change have led to a longer crop growing season in the Midwest, a fire season that is 60 days longer than it was three decades ago, and droughts that cost the United States $50 billion from 2011-2013."

This is a move to gain control over the farming industry.
"hubs will assess local climate risks, such as drought and wildfire, then develop plans for dealing with them, such as improved irrigation techniques."
Command and control farming.
Farmers will be forced to implement "improved" irrigation techniques. Government will decide what irrigation techniques are acceptable, as well as many other farming practices, then compel farmers to use them. "Climate risk" is the excuse the fascist pigs use to over reach their authority. Don't hold your breath waiting for Congress to stop them.
