Bait and switch on cap and trade--very short post

The proposed legislation has had 250 pages added to it overnight without anyone being aware of what is in the new language, including the Congress that is going to vote on it.

Bait and switch is not the same as open and transparent. A vote on the legislation at this time would be quite wrong.
