Dubai has in 2007 launched a bid to become a centre for trading greenhouse gas emissions permits, diving into a fast-growing market and the potential to turn the region's sizeable carbon footprint into cash.
Temperatures could hit 25 below zero in Duluth this week and 40 below in International Falls. And there may be even colder reports from usual ice pockets such as Embarrass, Tower or Federal Dam.

Some activities already have been canceled for today, including downhill skiing at Duluth’s Spirit Mountain. It’s possible some schools may close this week if wind chills plummet so low that it’s unsafe for children to be outside.
