UNITED NATIONS, Feb 9 (Reuters) - U.N. Secretary-General Ban Ki-moon is organizing a summit meeting on climate change next month where he hopes President Barack Obama will confirm a "sea change" in U.S. environment policy, diplomats said.

Several national diplomats and U.N. officials said they were aware of Ban's plan to invite Obama and the leaders of up to several dozen other countries to New York in late March for what they described as a "mini summit" on climate change ahead of high-level talks on the global financial crisis in London.

Both economic stimulus and political-economic restructuring are necessary if U.S. economy is to have any chance of resuming a developmental growth path that is robust, sustainable (in a double sense: economically and environmentally) and favors the interests of the working class and its allies.

If this is the case, the Obama administration and the broad coalition that supports him will almost inevitably have to consider—and they already are—the following measures:
...
* Rerouting investment capital from unproductive investment (military, finance and so forth) to productive investment in a green economy and public infrastructure.
...
* Full-scale assault on global warming.
