NPR story: More sensible than cap and trade?

In a new novel by author John Wray, Lowboy has a plan to save the Earth from global warming: He will cool the planet by losing his virginity on the New York City subway. The idea may seem far-fetched, but not to Lowboy, a 16-year-old schizophrenic who has recently escaped from a mental hospital.

Instead, you confront them in public venues, and make them answer in public. Presumably, he’d be all right with people visiting Congressional offices in groups of, say, several hundred or so: when I interview him later it’ll be one of the questions that I’ll ask him.

Cap and trade, in other words, is a scheme to redistribute income and wealth -- but in a very curious way. It takes from the working class and gives to the affluent; takes from Miami, Ohio, and gives to Miami, Florida; and takes from an industrial America that is already struggling and gives to rich Silicon Valley and Wall Street "green tech" investors who know how to leverage the political class.
