Matheson, chairman of the conservative Blue Dog Democratic energy panel, said he wants the legislation to be more bipartisan, more market-based and less proscriptive. He also disagrees with President Barack Obama, who wants to use, for a tax cut, the money earned from the selling and trading of allowances to emit carbon between businesses. Matheson thinks the revenue should go to furthering the fight against global warming.
