Outlook. Senate passage of a cap-and-trade emissions reduction regime this autumn is less than a 50-50 proposition; it is much more likely that Congress will approve an energy bill that promotes a renewable energy standard for electricity production. If cap-and-trade fails this year, Obama may attempt to revisit a simpler carbon tax scheme in 2010 as economic recovery gathers pace.
