Projection of future climate change are basely almost exclusively on the results of simulations with climate models. Climate models do not include or use any information derived from proxy data. They are not calibrated, or their skill is scored, against past climate reconstructions. The consequence of this simple fact is that revisions of the reconstructions of past climates due to the new data or to the application of new statistical reconstruction methods do not require any revision of future climate change projections. Regarding why China would follow the strategy I hypothesized if they believed in the global warming "hoax":
It really makes no difference. Put yourself in the position of a totalitarian Chinese leadership. What do you care if the Maldivians and the Bangladeshis drown? (Actually, Bangladeshis drowning probably is good from your perspective, because it will be a catastrophe for India.) And if you get rich enough, you probably can convince yourself that you can wall off Shanghai, Hong Kong, etc. from sea level rise.
My guess, though, is that that they probably believe global warming is real, but not terribly pressing yet, and that they will therefore have time to deal with it — after they've burned all their coal and established global economic and geopolitical primacy.
Not a comforting picture, no matter what you think about global warming.
