The City Council, which approved the summits last summer as part of its Climate Action Plan, wants to host one every six months with the goal of creating a central place to share ideas and set goals for reducing greenhouse-gas emissions in the city.

Gibson has suggested constructing an additional lane on the Northway to alleviate traffic congestion, which he said would indirectly reduce global warming because commuters would spend less time in traffic with vehicle engines running.

According to an analysis by the Sightline Institute, global-warming causing CO2 emissions from one mile of a single lane of new highway, amortized over 50 years, would equal between 116,000 and 185,600 tons, if including construction and maintenance emissions, congestion relief, additional vehicle travel on the facility and induced vehicle travel off facility. In other words, building 10 miles of four-lane highway is like putting 46,700 Hummers on the road.
