A major criticism of the first plan was the lack of legally binding actions for each government agency. With Delhi going to polls this year, sources say suggestions in the new plan may also not see the light of day for a while. Daysland-area farmer Ken Eshpeter jumped at the chance to get involved in the province's carbon market.
When the 64-year-old Albertan saw he could claim $14,000 worth of emission-reduction credits as a result of his farming practices dating back to 2002, he signed a contract with a company in 2011 to pool the credits with other farmers - and sell them to a big industrial emitter of greenhouse gases.
He is still waiting for the cash.

Environmental economist Chris Green, at Montreal's McGill University, bluntly calls the government's offset program "a fraud."
"This has been madness all along," he said in an interview.
Even Eshpeter questioned the value of the exercise.
"I personally think it's silly," he said.
