In contrast, the risk of taking action should frighten no one. And yet that money would still have prevented substantial damage. (The M.I.T. model estimates a zero probability of the temperature rising by less than 3.6 degrees by 2100.)

Moreover, taking action won’t cost much. According to estimates by the Intergovernmental Panel on Climate Change, a tax of $80 a metric ton on carbon dioxide — or a cap-and-trade system with similar charges — would stabilize temperatures by midcentury.

This figure was determined, however, before the arrival of more pessimistic estimates on the pace of global warming. So let’s assume a tax of $300 a ton, just to be safe.

We are told that all of the station data listed in Appendices A can not now be found at CRU – these contain the data rejected by Jones et al. Which brings me to one of the great misinformation campaigns in climate science. That is the attempt by CRU and Jones to direct investigators to the GHCN station data in lieu of Jones et al/CRU station data. The two groups conduct distinctly different processes on station data and researchers will seldom get close to understanding what Jones/CRU have done by relying on GHCN station versions. The GHCN is riddled with its own multitude of errors and is more than a subject for study in itself.
I look forward to hearing from people making their own investigations of Jones/CRU data from their cities and regions.

Why the record? Since Des Moines is only 9th for snowfall, it's not the snow, as much as the persistent cold, that has allowed this to happen. According to AccuWeather.com they are 6 degrees below normal for this month, with January coming in at -3.5 F. They haven't been above 35 degrees since January 24th, so the snow just can't melt.
A similar situation is unfolding in other areas...

--Europe as a whole has lately warmed following one of several far-reaching cold snaps to have happened this winter. However, as overall warming proceeded over the continent as a whole, the Russian Arctic (and Finland) waxed bitterly cold.

Khosedakhard, which lies in the far-northeast of Europe (which is not truly a continent but a subcontinent with arbitrary boundaries), has been at the heart of this late-week bitter cold. Early on Friday (0600 UTC), the temperature read -55.6C/-70F. I do not know if this was the low.

Wikipedia have that the lowest on record in Europe was -58.1C/-73F at Ust`Shchugor, Russia, which lies west of the Ural Mts and a few hundred km farther south.

Even in the recent economic down-turn, Boulder, with the vast majority of its electrical power coming from the coal-burning Valmont Power Plant, powering a large University and National Laboratories that conduct much of the nation’s research on climate, along with 40,000 people commuting into Boulder each work day, has experienced only a slight negative economic downturn… enough to perhaps explain the slight reduction in emissions that occurred last year.

And as the WSJ article points out, some of the problem Boulder is facing in terms of meeting the Kyoto goal (reducing emissions by 8% below 1990 levels by 2012) relate to the fact that it is easier to talk the talk than walk it.

But I wonder what all the wide eyed climate change campaigners are going to say when the first scandals begin to break, still more what they’ll make of it when the whole thing turns out to be another giant asset bubble – if indeed the non production of carbon can be described as an asset.

Well, that's the only idea that we're trying to talk about when it comes to these greenhouse gases that are causing global warming. If we say that, you know what, the pollution that's being sent into the atmosphere has a cost to all of us -- in terms of in some cases the air we breathe that's causing asthma, in some cases because it's causing climate change -- we just want you to take into account those costs and price energy accordingly. And that means that things like wind energy suddenly become more appealing because they don't produce those pollution -- those pollutants, and other sources of energy become less appealing because they do produce those pollutants.
...there's got to be a transition. We're not going to suddenly get all our energy from wind or all our energy from sun because we just don't have the technology to do it.

But what we should be doing is planning over the next 20, 30 years to move in that direction. That's what countries like China are doing. That's what countries like France are doing. That's what countries all across Europe are doing, and all across Asia are doing. We don't want to be left behind. We're the only ones who have kind of missed the boat. So we're still using 20th century technologies and everybody else is producing 21st century technologies.

Look what happened with the car. We started getting our clock cleaned when consumers decided they wanted a cleaner car and suddenly everybody was buying their cars from Japan, or now South Korea. And we want to make sure that that doesn't happen when it comes to wind turbines, it doesn't happen when it comes to solar energy, et cetera.
