A direct—some would say brash—man with a penetrating stare, it's hard to believe India's Environment and Forests Minister, Jairam Ramesh, is agnostic about anything. This is the man who dressed down Secretary of State Hillary Clinton last year when she pushed for India to adopt binding emissions targets. He was the first politician of a major nation to question the United Nations' claim that the Himalayan glaciers were melting at a rapid pace. And he's spearheaded his country's very own climate-change research institute—a direct challenge to the U.N.'s now-discredited Intergovernmental Panel on Climate Change.

For New Delhi, that outcome would be a significant victory. A nation of 1.2 billion people, India has long understood that climate-change "intervention" pushed by the U.N., green activists and Al Gore (an "evangelical," snorts Mr. Ramesh)—namely, binding emissions targets—was code for giving up cheap energy sources in exchange for economically unproven technologies. The result would be higher energy costs for India's vast legions of poor, many of whom don't even yet have access to electricity or gas—effectively consigning hundreds of millions of people to continue living in slums.

Climate change is "one of the main issues" India faces, Mr. Ramesh says. But is it more important than all the other environmental problems India faces? I ask, thinking of stinking gutters I vaulted over, in high heels, to reach his office. "To say that it is the defining issue, no, there are bread-and-butter environmental issues. There are pollution control issues which are affecting the public health. You know, in many parts of India people are dying of cancer because of excess of pesticides in water, or arsenic in water. That's more important and more urgent than climate change."

Other poor countries agree. China, South Africa, Brazil and India "bonded very well together at Copenhagen," Mr. Ramesh reports, neglecting to mention the group's approach—to use the meeting to pressure developed-world nations to squeeze billions of dollars out of developing-world nations' taxpayers. The minister, a self-confessed "China realist," is no political naïf: "We are united in our desire not to have a binding agreement thrust upon us which will constrict our developmental options."

We circle back to the original point: Maybe climate change just isn't the international disaster that evangelicals like Mr. Gore said it was. Mr. Ramesh leans back in his chair and a twinkle enters his eye: "When AIDs hit the international agenda, it just meant that malaria, tuberculosis, diarrhea, dysentery all got [pushed] into the background. Climate change has become the AIDs of the environment!" It's a bit dramatic, but not too far off the mark. The question is, does Mr. Ramesh believe it himself?

A major study for the UK government has cast doubt over claims that rising temperatures are causing soil to pump greater amounts of carbon dioxide into the atmosphere, further fuelling global warming.

In 2005 it was reported in the science journal Nature that over the past 25 years 100m tonnes of carbon dioxide had been released by the soil of England and Wales. The figure cancelled out all emissions cuts in the UK since 1990.

However, a national survey of the soils of Great Britain, funded by the department for environment food and rural affairs, claims to have found no net loss of carbon over approximately the same period.

Junior Cristina Vanko enlisted family and friends worldwide to affix the stickers as part of a class in art, engagement and activism. They have appeared in U.S. cities including Bloomington, Chicago, San Francisco and New York and internationally in Europe, Argentina, New Zealand and even Iraq.

Vanko’s class is part of The Canary Project, a New York-based program that uses visual media, events and artwork to build public understanding of climate change issues.

Vanko said her project amounts to "smart vandalism" and that she’s glad it has engaged others.

These are - you know, for 20 years, ever since the global warming concept has been evolving in a big way in the science community, there's been a very vocal, mixed array of people who either outright reject the science, who accept that humans are influencing the climate, but it's inconsequential, or in some cases who are paid to be there, to sort of oppose regulations on pollution or emissions, and so it's a mixture. And what I sense this year - there was a little of this last year too - is they're realizing they have such a varied array of scientific explanations for what's going on with climate that they felt the need to sort of sync things up, to square up their own stories in some sense, because otherwise they're in danger of losing credibility.

COHEN: And what do you think has caused this change?

Mr. REVKIN: They're not gaining traction, let's put it that way. They're still out there. There are people on the other side of the issue who have a very extreme view of, you know, the climate becoming unraveled in real time where the science also is maybe not there. If you're trying to make a case to the public in America, if you're not consistent, that's a sign of you may not have reality on your side.

Leadership, the type that pushes people beyond their comfort zone to address the world's biggest problems, requires a lightning rod. If Mr. Gore is wrong about carbon emissions altering climate, then he's pushed science further in looking at the changes we are facing. If Mr. Gore is right, then he's pushed scientists to figure it out.

Either way, his advocacy has sparked meaningful debate and research.

I find skeptics are influenced mainly by political commentators, church leaders and the media that focus on exciting news rather than solid science. Skeptics are also confused about the difference between local weather and large-scale climate patterns.

Skeptics tend to be folks who have not read the science but get information from pundits and other sources. There are lots of vested interests in denying global warming who refuse to place responsibility directly on human actions despite overwhelming evidence.

However, to show the importance of understanding the reality of global warming, representatives from over 170 countries met in Copenhagen in December to discuss the problem, information for which was provided by scientists of the highly prestigious Intergovernmental Panel on Climate Change.

That is the state of things post-Climategate, post-Glacier-gate, post-IPCC-horndog-gate, etc. That may not be a good state of things, compared to some other states of things, or then again, that may have been the way things always were, or at least for a very long time. Very long. Not a long time compared to measures of time on greater scales, but quite long compared to lesser-scaled ones.

For warmists though, nothing here will be sinister. But, to the rest of us, the idea that our government is spending our money changing our behaviour – especially on such a contentious issue where there is no popular enthusiasm for the changes sought – is getting far too close to Big Brother for comfort.

The latest storm that whacked the Garden State – we might as well label it a blizzard – left a mere foot or two of snow here in New Jersey. But the blizzard eventually moved north and hit New England ski areas hard – real hard.

Killington Ski Resort in Vermont, for instance, posted almost five feet of snow. Saddleback in Maine reported a record 64-inches – that's nearly six feet!

Forget all of the studies for a moment. I used to operate power plants. Any traditional capacity (fossil fuel, nuclear) except perhaps gas turbines takes on the order of a day or more to start up – if you don’t take that long, the thermal stresses alone will blow the whole place up. During the whole startup and shutdown, and through any “standby” time, the plant is burning fuel. Since we don’t have a good wind energy storage system, some percentage of wind capacity must be backed up with hot standby, because it can disappear in an instant. We are learning now, contrary to earlier assumptions, that wind speeds can be correlated pretty highly over wide geographies, meaning that spreading the wind turbines out does not necessarily do a lot to reduce the standby needs. And since plant startups take time, even gas turbines take some time to get running, the percentage of wind power that required hot backup is pretty high — I would love to find this percentage.

I found at least one source for such a percentage, which posits that for England, the percentage of hot backup needed is as high as 80%...

Hydrothermal vents spew volcanically heated seawater [can they warm as much Antarctic seawater as my northern-hemisphere iPod charger?] from the planet's underwater mountain ranges -- the vast mid-ocean ridge system, where lava erupts and new crust forms. Chemicals dissolved in those vents influence ocean chemistry and sustain a complex web of organisms, much as sunlight does on land. In recent decades more than 220 vents have been discovered worldwide, but so far no one has looked for them in the rough and frigid waters off Antarctica.

Judges should not hesitate to use these tools to get rid of these cases promptly. The defendants, their shareholders and all of us who buy electricity and gasoline will be better off.
